Transportation and Safety in Japan: Enforcement of Illegal Parking Under the New Parking Legislation
This article describes a measure passed in Japan in June of 2004, taking effect in June 2006 that improves that country's parking through expanded user responsibility for vehicles that are left unattended and outsourcing enforcement to private contractors. The article explains that illegal parking aggravates traffic congestion, increases roadway danger, and affects the environment negatively due to vehicles stuck in traffic jams. The increased responsibility of roadway users in these regards includes increased fines and rigidity of enforcement procedures. The outsourcing of this work has been implemented to optimize police manpower, allowing for better redistribution of tasks according to need. According to the author, in a two month period after the implementation of this law parking violations have decreased dramatically.
