Managed Lanes: Networks Versus Individual Facilities

Most research and writing on Managed Lanes (MLs) has focused on individual corridors and relatively simple configurations. But a number of metro areas are now moving forward with plans for networks of congestion-priced Managed Lanes, promising larger-scale benefits in terms of reduced traffic congestion and improved transit by means of express bus service using the network. A variety of factors suggest that some of the policies and approaches that have worked for stand-alone MLs will not work if scaled-up and applied to larger and more complex ML networks. Pricing structures, access and egress, signage, occupancy enforcement, and financing may have to be rethought in the context of a seamless network of MLs. This paper considers a number of such factors and suggests tentative guidelines for developing successful ML networks.
