The Cedar Project: Charging Electronically By Distance and Road

Charging Electronically by Distance and Road (CEDAR) is a technology trial of Time-Distance-Place (TDP) Road User Charging in Southern England. It uses global positioning system (GPS)-based “thin client” On-Board Units (OBU) and extends the successful trials Thales previously carried out for Transport for London (TfL) and in the Road Charging Interoperability (RCI) project. The GPS and map-matching technology works well, even in difficult urban conditions, but some discrepancies need to be corrected in the Back Office. This paper describes some findings from the pilot trials; further results of user and field trials will be presented at the Congress.
