ITS EVALUATION : A NEW FRAMEWORK
This paper describes a new public-private partnership developing an innovative framework to evaluate Intelligent Transportation Systems (ITS) projects providing information to a wide public. It describes a holistic technique integrating both qualitative and quantitative measures to evaluate Montgomery County, Maryland's extensive ITS project. The key to the evaluation scheme is the use of a traffic simulation which allows the evaluators to have access to global data, impossible to collect in actual traffic operations. A major feature of the scheme is the integration of the public goals as specified evaluated areas.
