HAWKS: From the Beginning to Current Experiences in Tucson, Arizona

The development of uniform and effective pedestrian crossing treatments has been a constant challenge, which has been noted by traffic engineers for many decades. This has led to the development in the City of Tucson of the HAWK pedestrian beacon. In experimental use in Tucson the HAWK Pedestrian Crossing Beacon Signal was achieving very high driver compliance rates. It has been recommended to be included in the future Manual on Uniform Control Devices. This paper discusses issues with the HAWK that have arisen as it has been considered by the National Committee on Uniform Traffic Control Devices, which include: Dark Beacons, Potential Driver Confusion, Proliferation of Devices, and Uniformity. These issues are addressed, and crash experience at HAWKs is reviewed. The paper concludes that the HAWK is a valuable tool to be included in the Traffic Engineer’s tool box.
